How to add ATLAS ULTRASONIC WATER METER device

Hi, I have a water meter brand ATLAS but it is not listed... I'd like to add it.
I add payload as attachment files.
My intention is to use in the first phase as LoRaWAN Network server "The Thing Network".
With integration I'd like get:
- TOTAL FLOW
- INSTANTLY FLOW
- TIME
- BATTERY LEVEL
But I'd like also know the follow:
When integration will be done, will I be able to make from tago a downlink and do the follow:
- Function START TIMES of uplink: Add or remove it from uplink with a downlink. Change value: by default value is 02:00
- Function DELAY of uplink: Add or remove it from uplink with a downlink. Change value: by default value is 0 minutes
- PERIODICITY of uplinks: Change value: by default it is 240 minutes
- Spread Factor of uplink: Change value: by default it is SF12 but maybe I want to switch to SF7 or 8
